This refers to the inspeetion conducted by Mr. F. Maura of this office

on May 7-10, 16, 17, 28-31 and June 7, 1974, of activities at Dresden

Units 1 and 3 authorised by ABC Operating Licenses No. DPR-2 and No.

DPR-25 and to the discussion of oer f4=di=g= with Mr. Stepherson and

other members of his staff at the comalunion of the inspection.

A espy of our report of this inspection is enclosed and identified the

areas ====in=d during the inspection. Within these areas, the taspection

consisted of a selective ====i== tion of procedures and representative

records, interviews with plant personnel, and observations by the inspector.

During this inspection we ====i==d your actions with respect to:

(1)

our enforeement letter dated February 28, 1974, (2) test performed to

demonstrate that the standby liquid control line to the reactor is open

as meted in our letter of October 19, 1972, and (3) the inse=11= tion of

testing equipment which uses steen rather than nitrogen in the testing

of safety valves at normal operating temperature conditions as noted in

our letter of May 12, 1972. We have no further questions on these items

at this time.

During this inspection, it was found that cartain of your activities

appear to be in violation of AEC requirements. The items and reference

to the portiment requirements are listed under Enforcement Action in the

Summary of Findings Section of the smalosed inspection report.

This notice is sent to you pursuant to the provisions of Section 2.201

~

of the AEC's " Rules of Practive," Part 2, Title 10. Code of Federal

Regulations. Section 2.201 requires you to subtit to this office within

twenty days of your receipt of this notice, a written statement or

explanation in reply, imeluding:

(1) corrective steps witich have been

taken by you, and the results mehiaved; (2) corrective steps which will

be taken to avoid further violations; and (3) the date when full compli==re

will be achieved. Such a statement or explanation should be provided

for each of the items listed.

Based on the Unit 3 as found contai-t leakage rate and the deficianaima

related to the performance of the recently conducted Units 1 and 3

tests, we have r= - d=J to our Headquarters that the Unit 3 integrated

leak rate test be reseheduled the next ref==14== outage and that the

frequency of testing the Unit 3 feedveter check valves be increased.

In accordance with Section 2.790 of the AEC's " Rules of Practice," Part

2. Title 10. Code of Federal Regulariana, a copy of this notice, the

aantased inspection report, and your response to this notice will be

p1=eart in the AEC's Public Domanent Room.

If this report contains any

information that you or your contractors believe to be proprietary, it

is =======ry that you asks a written application to this office, within

twenty days of your receipt of this notice, to withhold such information

from publia disclosure. Any such application must include a full

statement of the reasons for which it is c1=f=ad that the information is

document. Unless we receive an application to withhold information or

are otherwise contacted within the specified time period, the written
