Davis-Besse Emergency Operating _ Procedures Rewrite Effort Gentlemen:

In Toledo' Edison's (TE's) response (Serial Number 1-880 dated June 5, 1989) to

' Nuclear' Regulatory Commission (NRC) Inspection Report (IR) Number 50-346/89006 concerning discrepancies identified during the Emergency Operating Procedures

.(EOP) inspection,-TE provided a final completion date for the abnormal procedure. rewrite effort of December, 1989. As a result of findings from an Y~6 internal: Quality Assurance audit of the ongoing Operations procedure rewrite ef fort,_ TE initiated a ' dedicated procedure project.- Initial review by the Operations Procedures Project Team identified 38 Abnormal Proceduree that required processing.

As TE discussed in the November.7, 1989, NRC Region III/TE Senior Management Meeting, this effort vill be about 60 percent x-complete'by. December 31, 1989, with the remainder scheduled for completion by the end of the sixth refueling outage:(6RF0).

! Additionally, in the response to IR Number 50-346/89006,'TE stated that changes to the-Emergency Procedure (EP)'to resolve specific comments made

during the inspection vere scheduled for completion by December, 1989.

Due to the upcoming refueling outage and an evaluation of the changes that'will be required as-a result of-modifications made during the outage, TE rescheduled this' task'for completion by the end of the 6RFO. A revision to the EP in December, 1989 vould necessitate operator training for a 30-day use period since 6RF0 is scheduled to start on February 2, 1990. Therfore, the EP revision by the end of 6RF0 vill preclude the need for another revision due to
