Your letter of June 7,1976, to Mr. J. D. Phillips requested changes to various Technical Specifications in order to delete references to
" refueling period", " refueling outage", and " refueling shutdown", and, in their place, insert a time period which would more readily be inter-preted. Attached find those changes as requested, save those exceptions Nhich are delineated below.

Specification Reason for Exception 4.12.4 This specification was not noted in your Enclosure 1, but is associated with " refueling period". Therefore, a change has been made to comply with your request.
4.0 provided a model specifica-tion to replace the existing specifica-tion. However, we do not wish to change this specification because we feel that our present specification is adequate and accomplishes the same purpose.
4.1.b Item 4 of your letter requested a change Table 4.1-2 to those surveillance items presently Items 1 and 5 required to be performed each " refueling shutdown" or " refueling outage" which are not directly associated with refueling.

A refueling shutdown is required to perform these surveillance items; therefore, no change has been made.
4.2.4 Item 4 of your letter requested a change to those surveillance items presently required to be performed each " refueling shutdown" or " refueling outage" which are not directly associated with refueling.

4.2.6 No change has been made to this specifica-tion as we see no benefit in such a wording change.
4.4.1.1.4 alludes to the fact that a reference is made to " refueling shutdown" or " refueling outage". However, no such wording exists in this specification, thus no change has been made.
4.4.1.3 The acceptance criteria referenced in this Specification are found in Specifications 4.4.1.1 and 4.4.1.2 rather than Specifications 4.3.1.1 and 4.3.1.2 respectively.
4.4.1.5 Item 4 of your letter requested a change to those surveillance items presently required to be performed each " refueling

A refueling shutdown is required to perform this surveillance item; therefore, no change has been made.
4.4.2.4.2 No change has been made to this specification as the specification will become obsolete after Cycle 1.
Specification 4.4.2.4.4 will then become effective and this requirement will be dropped or new specifications will be developed.
4.7.1.1 Item 4 of your letter requested a change to those surveillance items presently required to be performed each " refueling shutdown" or " refueling outage" which are not directly associated with refueling.
A refueling shutdown is required to perform this surveillance item; therefore, no change has been made.
4.15.1 This specification will become obsolete at the beginning of Cycle 2.
Therefore, no change has been made.
4.15.2 No change has been made to this specifi-cation. Per our letter to you of June 9, 1976, revisions to Technical Specifications shall be made per the requirements of 10CFR50.55a(g)(5)(ii) before our next 40 month inspection interval begins.
4.16.1 No change has been made to this specification as it is presently covered by another Technical Specification Change Proposal.
4.17.2.a No change has been made to this specifi-cation as we see no logical need to test the fuel handling area ventilation system unless irradiated fuel is going to be handled. The specification already covers the surveillance to meet those Limiting Conditions for Operation of 3.15.1.a, and c, which is all that is required for system operability. This concern has already been discussed and resolved prior to the issuance of Amendment No.10 to these Tech-nical Specifications.

4.6.3 Although no change to this specification was requested, we propose a change to this surveillance test that is consistent with other proposals submitted herein.
4.17.3 Although no change to this specification was requested, we have added additional wording as we see no need to repeat this surveillance test if performed within the previous 30 days.
Please be advised that the deletion of " refueling shutdown" and the insertion of "every 18 months" does not apply until cycles subsequent to Cycle 1.
This is due to the extended length of Cycle I as-compared to following cycles, as well as the fact that the specifications logically require these surveil--
lances to be done only during shutdowns associated with refueling.
