BEAVER VALLEY UNITS 1 & 2. LICENSED 0?ERATOR TRAINING AND RETRAINING PROGRAMS, GL 87 07 (TAC 75078 AND 75079)

The purpose of this letter is to acknowledge your letter dated September 11, 1989, in which you informed us that your Licensed Operator Training Program and Licensed Operator Retraining Program for both units have been accredited by the National Acadeny for Nuclear Training.

You stated that you have "the option to carry out program revisions in accordance with the guidelines of 10 CFR Part 55 and without prior NRC staff review and'anproval.* This statement is only partly true. While under the of 10 CFR 50.59 licensees may revise the programs, 10 CFR 50.54(i.1) provisions clearly i

states that any decrease of the scope of an approved operator requalification program would require Consnission authorization.

With this clarification, all our efforts related to your September 11, 1909 letters are complete. This review was performed by Dr. S. Shankman.
