Iter 10 CFR 70.34 requires each licensee who transfers and each licensee who receives special nuclear material to complete and distribute a Nuclear Material Transaction Report on Form NRC-741 in accordance with instructions

for completing the form.
Contrary to the above, two Forms FRC-741 representing receipt of fuel did not reflect the date material was received as required.
Subsequently, two additional Forms NRC-741 representing receipt of fuel were not dispatched within ten (10) days that material had been received or that serial number verification was to be delayed.

Corrective action to be taken to avoid further noncompliance:
Submittal of Form NRC-741 is made in accordance with instructions contained in the Plant l
SNM Accountability Manual and the NRC's Nuclear Material Transaction Report Instructions (January 1979).
In the past, " receipt" of fuel was considered to have occurred upon opening of the shipping containers for receipt inspection, at which time all pertinent data (most notably, serial numbers) could be AMR 2 0 :99:
2 physically verified.
As indicated in the inspection report, our definition of receipt was not in agreement with the NRC's definition.
The Plant SNM Accountability Manual will be revised to require submittal of Form NRC-741 within 10 days of arrival of fuel on site and submittal of subsequent amended reports after. receipt inspection of the material.
With regard to the NRC Forms 741 which did not reflect the receipt date of the material, this discrepancy is attributed to administrative oversight and is not'the result of a procedural deficiency. Therefore, a review of this item by appropriate personnel is considered appropriate corrective action.
Date when full compliance will be achieved: The revisions to the SNM Accountability Manuals will be completed by June 1, 1980.
An error was noted on Page 3 of the IE Inspection Report 80-01 where the inspector stated the expanded capacity of the spent fuel pool will accommodate 298 fuel assemblies.
The correct number is 798.
