Evaluation of exigant or emergency circumstances (if applicable):
The licensee did not realize that the startup feedwater cump would be needed to conduct low' powee Fhysics tests. When approval was requested, the licensee did not realize an amentment would be required. The licerisee then submitted a timely application but 't covered the full operating cycle and prenetite was requi red. This action, covering only the startup phase, could not be submitted
