500 SOUTH 27TH STREET, DECATUR, ILLINOIS 62525 June 6, 1980 Mr. Gaston Fiorelli, Chief Reactor Construction and Engineering Support Branch U.S. Nuclear Regulatory Commission Region III 799 Roosevelt Road Glen Ellyn, Illinois 60137

Dear Mr. Fiorelli:

This is in response to your letter dated May 14, 1980, which included a Notice of Violation and Inspection Report No. 50-461/80-08.

Illinois Power Company's response for the one item of noncompliance cited is as follows:

Nonconforming Materials, Parts, or Components.

The Notice of Infraction states, in part:

...the inspector found the Zack Company reject / hold area in disarray, the enclosure dismantled, and unauthorized scrap within its bounds. The it.apector also found rejected material with no status identification and with no record as to its location.

Zack Company has removed all scrap material from the designated reject /

hold area. Appropriate Soundary markers have been verified to be in place. The two piecus os rejected material identified by the inspector have been properly tagged and segregated per procedural requirements.

Zack Company has reviewed the status of all nonconforming / reject items to ensure that location is noted in controlling documents, and that no nonconforming material has been installed.

To avoid further noncompliancec of a similar nature, a special training session was conducted by Zack Company to emphasize the requirements for control and tagging of nonconforming material, the proper and timely placement of rejected items in designated hold areas, and the maintenance of designated hold areas.

All corrective actions were completed on May 29, 1980 I trust that the above actions constitute an acceptable response and will satisfactorily complete our corrective action.

incerely, W. C. Gerstner Executive Vice President di cc: CPS /DRC-Microfilm, T-29 800esooGg JUN111 gen
