Item 3.1.1 - Fire Detection Systems

  • Installation of the fire aetection systems ras postponed in anticipation of a response from the staff on the results of in-situ smoke detector tests which were conducted by NUTEC for BECo and four other electric utilities. The test results were submitted for staf f review by Reference (g).

Subsequently, we informed you in Reference (f) that further action on this task was con-tingent upon a response from the staff. However, installation could not be delayed indefinitely if this task was to be completed by the final commit-ment date of 10/1/80. Accordingly, the decision was made to proceed with the installation based on available fire protection code requirements and engineering judgment.

The fire detection systems will be installed in two phases. Phase I will involve installing 142 detectors (109 photo-electric and 33 Ionization types) in the areas stipulated in item 3.1.1 of the SER except for the Reactor Building at El. 235-0" and in the Reactor Building quadrants.

Installation of approximately 170 detectors (89 photo-electric and 81 Ionization types) in these areas will be accomplished as Phase 11.

Work for Phase I is approximately ten percent complete and the projected completion date is 6/15/80. Construction for Phase 11 will commence on 6/7/80 and the projected completion date is 8/15/80.

Item 3.1.2 - Water Suopression Systems and Eculoment We notified you in Reference (d) that our anticipated completion date of this

_ item would be 6/l/80. After re-evaluating our implementation schedule, we voluntarily advanced the completion date of this item to 3/31/80 and informed j

you of this fact in Reference (e).

Unfortunately, a variety of problems I

(scarcity.of manpower, turnover of manoower, material shortages, etc.) were encountered which resulted in slippage of the com.Djetion date. We now anti-cipate that all work associated with this task will be completed by 7/1/80.

At the present time, ten of the thirteen additional hose stations teve been Installed. The remaining three will be installed by 5/31/80. Thren of the six additional sprinklers have been Installed and the percentage of completed work on the remaining three varies f rom 5 to 80 percer,t. All of the sprinklers, including extension of the interior fire main loop, will be functional by 5/31/80. Delivery of some fire orotection equipment, such as ultra-violet smoke detectors for the Diesel Generator Rooms, cannot be accelerated any sooner than 6/15/80 Item 3.1.3 - Gas Fire Suppression System (Halon)

We informed you in Reference (f) that a discharge test of tha Halon system would be conducted during March 1980 to demonstrate system operability and effectiveness. This test was successfully conducted on 5/2/80.

Item 3.1.7 - Fire Doors We informed you in Reference (f) that the anticipated completion date for this item was 3/7/80; the actual completion date was 3/20/80.

Item 3.1.18 - Alternate Shutdown Caoability We anticipate that the Alternate Shutdown System, in the event of the loss of the Cable Spreading Rcom, will be functional pi ior to plant start-up.
