Identification of Occurrence:

The "3B" emergency diesel generator failed to start contrary to Technical Specifications 3.8.1.1.b 6.

Conditions Prior to Occurrence: Mode 1 power operation l

Description of Occurrence:

At 0807, while preparing to perform preplanned maintenance on "3A" emergency diesel generator, an operability test of "3B" emergency diesel generator was initiated. The "3B" diesel failed to start and the 1 Hour Action Statement of Technical Specification 3.8.1.1. was entered. The Units 1 and 2 shif t supervisor was notified and the cable tunnel surveillance SP-322 was initiated.

The breaker verification surveillance SP-321 was initiated and the operability of "3A" emergency diesel generator was verified. Maintenance Work Request J.

1. 0-5936 was initiated and maintenance restored "3B" emergency diesel generator operable at 1338.

Designation of Apparent Cause:

The cause of this occurrence was determined to be foreign matter in the servo booster of the woodward governor.

9.

Analysis of Occurrence:

There was no safety hazard to the Plant or general public as the "3A" emer-gency diesel generator was available and demonstrated operable.

10.

Corrective Action

i The servo booster was cleaned, tested and returned to service. The governor was drained, flushed and refilled with Diesel Motive type 488 oil, 11.

Failure Data:

This is the fourth occurrence of this event as reported by LERs 77-94,77-128 and 77-158/03L-0. It is the second start failure due to foreign matter in the governor.
