REVIEW OF SKAGIT APPLICATION TRANSFERRED TO HANFORD RESERVATION AT RICHLAND, WASHINGTON This memo reports on the progress of staff work relating to the transfer of the Skagit application to a new site on Hanford Reservation by Richland, Washington.

As a result of an initial meeting of Puget Sound Power and Light Co., sponsor of the Skagit application, with Mr. Denton on July 23, 1980, several meetings were held with their local representative.

It was agreed that because of the advanced stage of safety review of the plant and because of familiarity with the characteristics of the Hanford site, this application warranted er.ploration of re-using previously generated infomation and site data. To that and, Jan A. Norris, fomer EPM for all WPPSS plants located at Hanford, was assigned to manage the site review.

During the week of September 15th,1980 the staff visited the site, met with the applicant and held a number of meetings with rarious State and Federal agencies.

The attendees are shown in Enclosure 1.

Salient points of those meeting are sum.arized below.

EPA Recional Office, Seattle, Washington, September 15, 1980 State of Washington is a permitting state and therefore EPA exercises only an overview authority, however, EPA works hand-in-hand with the State during the NPDES pemit review.

EPA will cooperate and would gladly get involved in our NEPA scoping process; may help us in selecting a good meeting place (Science Center in Seattle was mentioned as one possibility), and would try to have a draft NPDES approved in time for us to include it in our DES.

We have established a contact person at EPA for this case.

Submittal of the new ER is scheduled for Seotemter 1,1981.

The applicant has an agreement with DOE for purchase of the site (subject of an approval of DOE Headquarters in Washington, D.

C.,

and publication of an environmental assessment).

After a short briefing session, we reviewed the site from the air.

State of Washington, Energy Facility Siting Evaluation Council (EFSEC).

Olympia, Washington, September 17, 1980.

EFSEC is a one-steg permitting agency for the State of Washington and is guided by SEPA (State version of NEPA). EFSEC is composed of the heads of all departments of State Government and conducts its licensing reviews in a manner very similar to ours.

EFSEC does not have a provision for transfer of a license application, this their review of Skagit (Hanford) will start from the beginning. Their primary concern is the cumulative effect of all plants at Hanford, on fisheries, and emergency plans.

Ef5EC and 00E will conduct joint site study which will cover roads, sewers response centers, socio-economic impact, and will also address the question of how many more plants can be located at Hanford. The study will also cover labor force and appropriate planning of Skagit work with other DOE projects on Hanford Reservation. The study will be aimed at providing an opportunity to have a public dialogue on those issues.

There is a possibility of combining the above mentioned site study with our scoping process. Wa will explore this area further.

We were informed that there is an undercurrent in the State legislation to limit additional nuclear development at Hanford and also there is en indication of anti-growth movement.

Areas of cooperation and a possibility of joint EFSEC-No.C EIS and hearings were discussed in considerable detail. As a result of these discussions, R. L. Black. OELD, will prepare a specific proposal outlining the various areas of cooperation and sutxnit it for consideration by the two respective staffs.

National Marine Fisheries Service, Portland, Oregon, Seotember 18, 1980 For this project their primary concern is design and location of intake and discharge struct>res. This is mainly because the stretch of the river chosen by the applicant is the last spawning area for chinook salmon between Priest Rapids and McNavy Dam.

3-OCT 3 IcSO William H. Regan NMFS has an ongoing study (University of Idaho) to see if certain species of salmon qualify for protection under Endangered Species Act.

If the applicant's engineers, who will design the intake and discharge, will work cooperatively with NMFS engineers, NMFS does not foresee any problems with approvals.

NMFS offered early coordination with us and are willing to review our impact to the DES.

Bonneville Power Administration, Portland, Oregon September 18, 1980 BPA would not need to build any new transmission lines (except a short tie-in) to feed the output from Skagit into their distribution system.

BPA testimony regarding transmission system requirements for alternative sites to Skagit, offered at fonner Skagit hearings, would have to be updated because of a new situation regarding on-line schedules for certain power plants in the Pacific Northwest.

In general, although the demand projections were scaled down, they were more than offset by delays in the on-line availability dates, resulting in even greater need for power in that area.

Northwest Power Bill, which is expected to be signed into law this year, would make conservation first responsibility for BPA Administrator.

BPA pledged cooperation and coordination during our review process.

Portland General Electric Co., Portland, Orecon, Seotember 18, 1980 PGE feels that their present site for Pebble Springs is excellent and at this time they do not intend to transfer the units to Hanford.

In case the future general political climate in Oregon were such that would make licensing of Peoble Springs impossible, they would then consider the move.
