NRC Letter, Crutchfield to Linder, dated August 6, 1980.
Gentlemen:
Reference 1 contained enclosures which discussed in memorardum form the review status of the potential for liquefaction at the La Crosse Boiling Water Reactor.
Dairyland Power Cooperative has proposed providins dedicated safe-shutdown systems which would preclude reliance on the Crib House and buried piping in the SSE.
Preliminary engineering concludes that safe-shutdown can be achieved by providing adequate independently powered pumping equipment which would draw cooling water from the Mississippi River and inject it into the established plant cooling systems.
This pumping system would be backed up by a portable electric driven pump powered from the essential bus served by the IB Emergency Diesel Generator.
With regard to the discovery of random voids beneath the Turbine Building, we have completed exploratory survey to determine the extent of the voids.
It appears as though the voids are not exten-sive, however, we intend to proceed within two to three weeks to inject grouting in the areas of concern to alleviate any potential for reduction of building integrity.
The dedicated safe-shutdown water supply is estimated to be operable prior to the February end-date of the Show Cause Order. 8 0 0 8 2 8 0M7

Crutchfield, Chief August 25, 1980 Operating Reactors Branch No. 5 LAC-7100 Detailed engineering analyses and proposed Technical Specifications for the above system will be prepared and submitted for review within 60 days.
A report of the grouting program will be also submitted within the same time period.
If there are any questions concerning these submittals, please contact us.
