Dear Sir:
This letter provides information on the Boston Edison Company approach to fulfilling the requirements of IE Bulletin #79-01.
It also serves to record those understandings reached during telephone conversations between our Mr. P. M. Holzman and NRC/lE Mr. V. D. Thomas and Mr.
E. L. Jordan on Feb-ruary 14, 1979 and between Mr. P. M. Holzman and Mr. E. L. Jordan on March 2, 1979.
I.
Scope of Electrical Equipment for which Environnental Qualification will be provided IE Bulletin #79-01, Page 2 of 3 states in part.-
- 3. " Provide written evidence of the qualification of electrical equipment required to function under accident conditions... (emphasis added)
Boston Edison interprets this requirement to mean that Boston Edison will provide written evidence of the environmental qualification of all elec-trical equipment required to function under postulated accident conditions and which experiences abnormal environments as a result of those postulated accidents. Postulated accidents that have been identified as creating hostile environmental conditions are breaks of high energy pipes both in-side and outside of primary containment.
II.
Criteria for 24 Hour Reporting to NRC IE Bulletin #79-01, Page 2 of 3 states in Part:
- 4. " Report any items which are identified as not meeting qualification requirements for services intended..."

Ippolito, Chief March 6, 1979 Page 2 Boston Edison interprets this requirement to mean that Boston Edison will report any components identified during the course of our re-view which information indicates will not have the capability to perform their safety function under required accident conditions.
Information to be considered in evaluating a lack of capability will include but not be limited to:
- Applicable test results
- Engineering evaluations conducted by vendor, sub-vendor contractor or Boston Edison Engineering Personnel.
Boston Edison submits this letter as a clear statement of our interpre-tation of the requirements of I&E Bulletin #79-01, and will proceed with its evaluations as outlined above. We trust you will concur with this position; however, should you desire additional information feel free to contact us.
