Dear Dr. Denton:
Enclosed are five copies of a revised cover, a revised title page and several revised pages dated November, 1980, which are to be substituted in the Peach Bottom Atomic Power Station Physical Security Plan dated May, 1978, as amended.
A Summary Description of the various changes :.o the Plan made in the substitute pages is provided in the enclosure to this letter.
The revisions to the Security Plan are being forwarded in accordance with Section 50.54(p) of the Commission's Regulations which provides that a Licensee may make changes to a physical security plan without prior Commission approval if the changes do not decrease the safeguards effectiveness of the plan, provided that the Commission is given a description of the changes within two months after the changes are made.
Since the revised Security Plan pages and the Summary Description contain information related to the details of the physical security plans for a licensed amon 1M
Dr. Harold R. Denton Page 2 November 25, 1980 facility, it is hereby requested that these documents be withheld from public disclosure pursuant to Section 2.790 of the Concission's Regulations.
An affidavit in support of this request is attached hereto.

He is Vice President of Philadelphia Electric Company (hereinaf ter referred to as the " Company"); he is authorized to execute this Affidavit on behalf of the Company; and he has read the revised pages dated November, 1980, of the Physical Security Plan for Peach Bottom Atomic Power Station and the Description of the revisions to the Plan (hereinafter referred to as "the Documents"), and knows the contents thereof.

The Documents which are sought to be withheld from public disclosure contain details of the physical security plans for Peach Bottom Atomic Power Station.
3.
To the best of his knowledge, information and belief, the information set forth in the Documents has been treated as confidential and proprietary information and has been withheld fram public disclosure by the Company in accordance with the Company's practice of treating all infor-mation dealing with the details of security procedures as confidential and proprietary information.
4.
The Documents should be considered by the Nuclear Regulatory Commission as confidential and proprietary information and be withheld from public disclosure on the grounds that they contain details of the physical security plans of a licensed facility, such disclosure is not required in the public interest, and such disclosure would adversely affect the interest of Philadelphia Electric Company, ff
