Enclosed, for your review, is the first of a series of Category I inservice inspection submittals, which presents in draft form proposed modifications to Fort St. Vrain (FSV) Technical Specification Surveillance Requirements. This submittal, pertaining to the PCRV Auxiliary System, was developed as part of the ongoing Inservice Inspection and Testing Review Program that was outlined by PSC in Reference 1.

Further Category I inservice inspection submittals for Systems 11, 21 and 22 will be made as detailed requirements are developed.

Enclosure (1) contains the proposed revisions of the FSV Technical Specification Surveillance Requirements for the following sections:

SR 5.1.2 - Reserve Shutdown System Surveillance SR 5.2.1 - PCRV Overpressure Safety System Surveillance SR 5.2.15-PCRV Penetration Interspace Pressure Surveillance SR 5.2.16-PCRV Closure Leakage Surveillance The revised portions are identified by vertical lines on the right hand side of the pages.

Enclosure (2) contains the detailed basis for the additional or modified surveillance requirements which resulted from PSC's review of the current surveillance requirements for the PCRV auxiliary systems and for the reserve shutdown system. The systematic approach used to develop these requirements is explained further in the first pages of the review.

Mr. Steven A. Varga February 8,1980 Page 2 Enclosure (3) contains the basic criteria being used to develop the detailed inservice inspection and testing requirements.

The criteria has been extensively reviewed with the NRC, and certain of the criteria has been revised to reflect past NRC comments.

It is anticipated that the Enclosure (3) criteria will require further revision as the detailed requirements for each FSV system are developed and the need for further guidelines becomes apparent.

The PCRV Auxiliary System, for your reference, is depicted on P&I 11-1 thru 11-5 and includes PCRV safety valve piping, PCRV penetration piping (pressurizing, purging, venting, relieving), and reserve shutdown hopper pressurizing piping.

An application to amend the facility operating license will be submitted when the proposed Technical Specification changes have been finalized following your review.
