AMENDMENT NO. 3 TO LIMITED WORK AUTHORIZATION FOR BLACK FOX STATION, UNITS 1 AND 2 On July 26, 1978, since the Atomic Safety and Licensing Board (Board) had made all the findings required by 10 CFR Part 51 for issuance of the construction permits with respect to NEPA matters and had also detemined that there is reasonable assurance that the proposed site is a suitable location for nuclear power reactors of the size and type proposed, a letter was sent to your organiza-tion authorizing conduct of the activities identified in your letter of January 3, 1978, at the site of the proposed Black Fox Station, Units 1 and 2.
Our letters of September 6 and November 30, 1978, amended the July 26, 1978 Limited Work Authorization to eliminate the prohibition against open and/or open pit burning on the site and to authorize additional activities.
On July 10, 1979, you requested anotber amendment to the Limited Work Authorization. The NRC staff has reviewed your request and concluded that an amendment should be approved. Accordingly, the Director of Nuclear Reactor Regulation has detemined that the following activities are within the scope of activities authorized in 10 CFR 50.10( e)(1) and may be undertaken by the Public Service Company of Oklahoma at the site of the proposed Black Fox Station, Units 1 and 2.
This. letter constitutes authorization to conduct those additional limited work activities identified in your letter dated July 10, 1979, as follows:
On page 6 of our July 26, 1978, letter, the following activities should be added to paragraph I.
Permanent Structures:
13.
Excavate, construct and backfill electrical duct banks.
- 14. Construct perimeter drain system and drill for sump caisson less actual installation of caissons, except for safety related portions of the drain.

- 16. Excavate, construct, and backfill river intake pump structure.
- 17. Construct and backfill circulating water cooling tower basins, flumes, and pump structures.

- 19. Excahate, install,andbackfillyardpiping.
20.
Construct superstructure of Water Treatment Building.
- 21. Excavate, construct, and backfill Station Serhice Water Pump Building.
- 22. Excavate, construct, and backfill pemanent guard house, unloading.
dock, and warehouse facilities.
This authorization incorporates by reference and is subject to the Limited Work Authorization dated July 26, 1978, as amended September 6 and November 30, 1978, including the environmental conditions specified in the July 26, 1978, letter.
The authorization remains subject to the additional condition that all activities authorized shall be terminated in the event that the construction pemits are denied by the Director of Nuclear Reactor Regulation.
Any activities undertaken pursuant to this authorization shall be entirely at the risk of the Public Service Company of Oklahoma and, except as to matters detemined under Sections 50.10(e)(2) and (e)(3)(ii), the grant of the authorization shall have no bearing on the issuance of construction pemits with respect to the requirements of the Atomic Energy Act of 1954, as amended, and rules, regulations, and orders promulgated pursuant thereto.
