RESPONSIBILITIES 6.5.1.6 The Plant Operations Review Committee shall be responsible for:
Review of all proposed tests and experiments that a.
affect nuclear safety and radwaste safety.
b.
Review of all proposed changes to Appendix "A"
Technical Specifications including those concerned with radioactive waste activities.
Review of all proposed changes or modifications to c.
unit systems or equipment that affect nuclear safety and radwaste safety.
d.
Investigation of all violations of the Technical Specif-ications including the preparation and forwarding of reports covering evaluation and recommendations to prevent recurrence to the Director, TMI-2, and the Generation Review Committee (GRC) Chairman.

Review of unit operations to detect potential nuclear safety and radiological hazards.

Review of the Security, Emergency, Recovery Operations, and Radiation Protection Plans and changes thereto.
The PORC will recommend any changes to the manager responsible for approval of the plan concerned.
i.
Reviewing implementing procedures when:
(1) Nuclear safety or radiological controls considerations require participation in providing an adequate pro-cedure by a department other than that responsible for issuance of a procedure.
(2) Requested by any one of the following positions:

- 6. 5.1. 7 AUTHORITY (Continued) or disapproval of items considered under 6.5.1.6(a) through (c) and (h) and (i) above, except the Radiation Protection Plan which will be recommended to the Manager Radiological Controls.
b.
Render determinations in writing with regard to whether or not each item considered under 6.5.1.6(a) through (d) and (h) and (i) above constitutes an unreviewed safety question.
c.
Provide written notification within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to the Director TMI-2 Recovery and the GRC Chairman of dis-agreement between the PORC and the Manager Site Ops.;
however, the Manager Site Ops, shall have responsibility for resolution of such disagreements pursuant to 6.1.1 above.
RECORDS 6.5.1.8 The Plant Operations Review Committee shall maintain written minutes of each meeting and copies shall be provided to the Director TMI-2 and the GRC Chairman.
6.8 PROCEDURES
- 6. 8.1 Written procedures shall be established, implemented and maintained covering the activities referenced below:
The applicable procedures recommended in Appendix "A" a.
of Regulatory Guide 1.33, Revision 2, February 1978.
b.
Recovery Operations Plan implementation.
c.
Surveillance and test activities of nuclear safety related and radwaste equipment.
d.
Security Plan implementation.
e.
Emergency Plan implementation.
f.
Radiation Protection Plan.
g.
RECOVERY MODE implementation.
(Specifically RECOVERY MODE procedures which involve a reduction in the margin of safety, including those which:)
1.
Directly relate to core :ooling.
2.
Could cause the magnitude of radiological releases.
To exceed NRC limits.
3.
Could increase the likelihood of failures in systems important to safety and radioactive processing or storage.

Alter the distribution or processing of significant quantities of stored radioactivity or radioactivity being released through known flow paths.
6.8.3.2 Temporary changes to procedures of 6.8.lb. may be made provided the provisions of 6.8.3.1 are satisfied and the change is submitted to the NRC for review within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> following approval by the Manager Site Ops.
6.8.3.3 Changes may be made to the implementing Radiological Control Procedures.
Initial procedures will be submitted to the NRC for comment.
Subsequent changes will be submitted to the NRC for information.
