DOCEET No. 50-289 Metropolitan Edison Company has filed an app U cation fot licenses to construct and operats the Three Mile Island Nuclear Station Unit 1 at a sita en Three Mila Island located approximately eleven miles south-east of Harrisburg, Pennsylvania. The proposed Unit 1 a pressurized water suelaae recator, is designed to operata at 2452 messwatts thermal.
In a lattar dated July 19, 1947, Metropolitan Edison company requested pernission to your eoecrete for the tendon aceass gallery for Unit 1 prior to the issuanee of a constructica permit.
The tandam access gallsry installation is required in order to parait the applicant to proceed with certain other pre-construction work which is permitted by 10 CFE Part 50, 50.10(b) such as pouring a comersta mat to provide a working surface in the bottom of the rasator bnfiding exca-vation cad the pime== ant of reinforcing bars for the reactor bumine base a..ab.
The reinforning bars will not be attached or affixed in any permanant way to the walls or the floor of the excavation.
Our review of the awsupties request indicates that although the tendon aseass gallery la a functianat part of the cone =4===nt bnfiding from the viewpoint of installation and inspection of tbs prestressing tendons, it does not serve as a structural foundation. Coelegically, thers are no unusual foundatise problems at the site, and installing the tendon access gallery would not present a safety probism. Therefore, from a technical viewpeint caly, there would be se objection to granting the request.
Creating the request would save time in the overall construction of the facility.
