October 17, 2019 MEMORANDUM TO:
Michael D. Orenak, Acting Chief Special Projects and Process Branch Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation FROM:
G. Edward Miller, Project Manager /RA/
Special Projects and Process Branch Division of Operating Reactor Licensing Office of Nuclear Reactor Regulation
SUBJECT:
SUMMARY
OF SEPTEMBER 10, 2019, PUBLIC MEETING WITH NUCLEAR ENERGY INSTITUTE REGARDING CHANGE CONTROL PROCESS FOR NEWLY DEVELOPED METHODS On September 10, 2019, the U.S. Nuclear Regulatory Commission (NRC) staff held a public meeting1 with representatives from the Nuclear Energy Institute (NEI). The purpose of the meeting was to discuss the process of acceptance of new methods for use in licensee probabilistic risk assessment (PRA) following approval of an amendment to implement, for example, a risk informed completion time program. Specifically, the meeting discussed wording of the proposed license condition to control this process.
During the meeting, the NRC staff discussed proposed edits to the license condition.2 In general, NEI was amenable to the deletions proposed by the NRC staff, and they pointed out that some of the proposed additions were potentially duplicative of existing requirements. The NRC staff acknowledged that, where duplicative requirements existed, language could be removed, but that the existing requirement would need to be confirmed first.
NEI agreed to provide a revised version of the proposed license condition following the discussion in the meeting. The revised version was provided shortly following the public teleconference.3 1 The original meeting notice is available in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML19240B542.
2 The NRC suggested edits are available under ADAMS Accession No. ML19254A602.
3 The revised version of the proposed license condition is available under ADAMS Accession No, ML19254A606.
No regulatory decisions were made in the meeting.
Following the discussion, an opportunity was afforded to any other participants who wished to ask questions or make comments. No questions or comments were received from the public.
