DRAFT SAFETY EVALUATIONS OF TECHNICAL SPECIFICATIONS TASK FORCE TRAVELER TSTF-541, REVISION 2, ADD EXCEPTIONS TO SURVEILLANCE REQUIREMENTS FOR VALVES AND DAMPERS LOCKED IN THE ACTUATED POSITION, USING THE CONSOLIDATED LINE ITEM IMPROVEMENT PROCESS (EPID L-2019-PMP-0178)

Dear Members of the Technical Specifications Task Force:

By letter dated August 28, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19240A315), the Technical Specifications Task Force (TSTF) submitted to the U.S. Nuclear Regulatory Commission (NRC) for review and approval Traveler TSTF-541, Revision 2, Add Exceptions to Surveillance Requirements for Valves and Dampers Locked in the Actuated Position. The NRC staffs draft safety evaluation (SE) of the traveler and a draft model SE are enclosed.

Thirty calendar days are provided for you to comment on any factual errors or clarity concerns contained in the enclosed draft SEs. The final SEs will be issued by January 31, 2020, after making any necessary changes. To facilitate the NRC staff's review of your comments, please provide a marked-up copy of the draft SEs showing proposed changes and provide a summary table of the proposed changes.
