' wate' Sigfied Safety Branch In-office inspection effort conducted between October 20, 1978 and February 1, 1979 indicated that the licensee had possessed no licensed mat'erial since the last inspection (January 17,1977).

The subject license authorized storage, installation, relocation, maintenance, repair and radiation survey of source holders containing sealed sources (Cs-137 and Co-60) and leak testing of these sealed sources.

During the last inspection it was found that the only use made of the license was temporary storage at one Pennsylvania and one Illinois site.

Some i tak testing at customer sites was also performed.

Because the licensee certifies that he possesses no licensed material and an exam-ination of the leak test records indicated no leaking sources when material was possessed, no further close-out action is required.

Required reports to employees and f1RC have been submitted.

Persons Contacted Mr. K. C. Merrell, Assistant Genera Manager, Robertshaw Controls Company Licensed Program The licensee has ceased the manufacturing of level gauges containing Cs-137 and Co-60 sealed sources.

The process has been turned over to Texas Nuclear Corporation and Kay-Ray Corporation.

Texas Nuclear will service Robertshaw's customers who presently have level gauges and manufacture any new ones that can be sold.

Vsay-Ray will also do maintenance, repair and leak testing (see Annex A). The State of California license author-izing possession of licensed material at the Anaheim facility has been terminated.

No licensed material is possessed at the Pittsburgh, PA or Elk Grove Village, Ill. sites.

Since 1971 only 15 uses of the license have occurred.

These uses in-volved mainly temporary storage at the Pittstargh, PA and Elk Grove Village, Ill sites.

Leak testing at customer sites was also conducted.

The gauges have been used exclusively by glass companies to measure the level of molten glass.

Because this market is quite limited, Robertshaw has decided to get out of the level gauge business.

As certified in Annex A, reports required by 10 CFR 20.407 and 20.408 have been submitted.

During the last inspection, it was determined that when an order was placed with Robertshaw for a level gauge, an order was placed in turn by Robertshaw with NUMEC of Apollo, PA for a sealed Co-60 or Cs-137 source.

The completed source was then either shipped directly to the customer or to a temporary stort.ge location such as the Pittsburgh, PA office, the Elk Grove Village, Ill. office or the Anaheim, CA office.

When shipped to the Anaheim office, it was stored under State of CA jurisdiction.

Records of receipt, transfer, and leak test were available for inspec-tion at the Anaheim office.

Because Robertshaw possesses no licensed material and there is no evidence from the leak tests that any contamination has ever occurred, no further close-out action is required to protect the health and safety of the public.
