Chang, Helen Mike Taylor RE: Status of Petition for Rulemaking; Measurement Standards Used at U.S. Nuclear Power Plants (Docket ID NRC-2019-0071)
Friday, August 09, 2019 5:39:00 PM Good afternoon, Mr. Taylor.
The U.S. Nuclear Regulatory Commissions regulations at§ 2.802(b)(1)(i),Consultation with the NRC, permit me to describe the agencys process for a petition for rulemaking. The comment period closed on July 22, 2019, with 5 comments, including your comment providing a revised PRM with grammatical corrections, and a few minor clarifications of the original document but no changes to what is being requested. The next steps are described in 10 CFR 2.803(h).
(1) Determination. Following docketing of a petition for rulemaking, the NRC's determination on the petition for rulemaking may be based upon, but is not limited to, the following considerations:
(i) The merits of the petition; (ii) The immediacy of the safety, environmental, or security concern raised; (iii) The availability of NRC resources and the priority of the issues raised in relation to other NRC rulemaking issues; (iv) Whether the problems or issues are already under consideration by the NRC in other NRC processes; (v) The substance of any public comment received, if comment is requested; and (vi) The NRC's relevant past decisions and current policies.
(2) Petition for rulemaking docket closure. After the NRC determines the appropriate regulatory action in response to the petition for rulemaking, the NRC will administratively close the docket for the petition. The NRC will publish a notice describing that action with any related Docket Identification number (Docket ID), as applicable, in the Federal Register Please consider signing up for e-mail alerts through Regulations.gov. You can request to be notified by e-mail when anything is added or modified to your petition docket(PRM-50-118; NRC-2019-0071), and you can choose the frequency of this notification (daily, weekly, monthly).
Thank you for your interest in the petition for rulemaking process.

Nuclear Power Plants (Docket ID NRC-2019-0071)
Ms. Chang,
Thank you again for your your previous response to the questions that I asked. I have an additional question; this is whether it would be appropriate for me to submit a slight revision of the original document. This proposed revision would correct a few grammatical errors, and also clarify some statements that I feel are currently not as clear as they might be. I am not proposing any changes to the actual information or to the original request for a rule change.
If this would cause delays, I would prefer not to make these changes.
Thank you, Michael L. Taylor
