Dear Mr. Wrinkle:
This letter responds to your letter of June 24, 1979 to Chairman Hendrie and the Commissioners and your letter of June 14, 1979 to Mr. Harold Denton regarding operation of Sacramento Municipal Utility District's Rancho Seco Nuclear Generating Station.
Your letters urged the Nuclear Regulatory Conmission to allow Rancho Seco to resume operation.
Let me begin by providing some background information.
On May 7, 1979, the Commission issued an Order to Sacramento Municipal Utility District (the licensee) requesting that a series of actions be accomplished to increase the capability and reliability of Rancho Seco to respond to various transient events.
In addition, the Order confirmed that the licensee would shut down Rancho Seco and maintain th'e plant in a shutdown condition until certain activ- ~~
ities had been completed. Following several submittals by the licensee to doc-ument actions taken, we have determined that the licensee has satisfactorily completed the actions we requested.
Sy letter dated June 27, 1979, the Commis-sion's Director of the Office of Nuclear Reactor Regulation authorized the licensee to resume operation of Rancho Seco.
Although the licensee has satisfactorily completed the short-term requirements of the May 7 Order, there remains some long-term modifications and testing requirements that the licensee must satisfactorily complete.
The Order of May 7, 1979 also permitted the filing of requests for hearing.
Several such requests were filed.
In this regard, the Atomic Safety and Licensing Board has issued an Order and Notice of Prehearing Conference dated July 3, 1979. The Order does not affect the operation of Rancho Seco at this time; however, the continued operation of the plant could be affected by the outcome of the hearing. The purpose of the prehearing conferenca is to con-sider the hearing requests and to establish a schedule for further actions.
The prehearing conference is open to members of the public who may wish to attend.
The date and location of the prehearing conference are specified in the enclosed Order.
