SUMMARY
OF JUNE 11, 2019, CLOSED MEETING WITH NEXTERA ENERGY, LLC, TO DISCUSS SECURITY-RELATED INFORMATION FOR POINT BEACH NUCLEAR PLANT, UNIT 1 AND 2, AND DUANE ARNOLD ENERGY CENTER (EPID L-2019-LRM-0041)
On June 11, 2019, a Category 1 closed meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of NextEra Energy, LLC (the licensee) at NRC Headquarters, Three White Flint North, 11601 Landsdown Street, North Bethesda, Maryland.
The purpose of the meeting was to discuss the licensees planned changes to the current Physical Security Plan (PSP) for the Point Beach Nuclear Plant (PBNP), Units 1 and 2. The meeting notice and agenda, dated May 31, 2019, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML19151A519; however, it does not reflect the subsequent decision taken by the licensee to include a discussion of the PSP for Duane Arnold Energy Center (DAEC) at the June 11, 2019, meeting.
The licensee presented its plan to implement changes to the security response force in August 2019 under the provision of Title 10 of the Code of Federal Regulations (10 CFR) 50.54(p)(2).
In addition, the licensee also presented similar information on plans to implement changes to the security response force for the DAEC in July 2019. The NRC staff asked clarifying questions regarding the licensees planned changes and indicated that the basis for justifying, changes under the provision of 10 CFR 50.54(p)(2) should be clearly captured in the licensees report of security plan changes submitted to the NRC. The NRC staff did not make any regulatory decisions at the meeting.
The information presented and discussed was safeguards or security-related information that is protected in accordance with requirements of 10 CFR, Sections 73.21 and 73.22, and 10 CFR 2.390, respectively, and is therefore, withheld from public release. The licesnsees presentations have been preserved as agency records in the NRCs Safeguards Information Local Area Network and Electronic Safe (SLES) with the following record designators:
