VC Summer SPRA Clarification Questions on Circuit Analysis and Relay Replacement
- Hank, As part of the ongoing audit review of the VC Summer Seismic PRA submittal (ADAMS Accession No. ML18271A109), the NRC staff continues to work on a technical checklist similar to that in Enclosure 1 of our letter dated July 10, 2018 (ADAMS Accession No. ML18115A138). To proceed with our review, the following information is requested for clarification purposes:
- Circuit Analysis: While reviewing documents provided in response to Question 6 - Topic #11, the NRC staff could not determine if a circuit analysis was completed to support the relay-chatter evaluation. Please confirm if a circuit analysis was completed in accordance with SPID Section 6.4.2. If a circuit analysis was completed, please identify the guidance used.
- Relay Replacement: While reviewing documents provided in response to Question 6 - Topic #11, the NRC staff noticed that three voltage sensing relays (59DG A, B, C) in the Diesel Generator Control Cubical were a concern and were recommended in Document No. 13C4188-MEM-0018 Rev. 0, VC Summer SPRA, Seismic Simulation Testing Electrical Relay Chatter Review, to be replaced with solid-state relays. However, it is not clear if the replacement took place or not. Please confirm if the relays were replaced or provide a basis for not pursuing the replacement.
