WASHl*Jr;TON, D. C. 20555 February 26, 1992 I am responding to a letter dated January 17, 1992, from yuur district representative, Mr. J.M. Fourni~r, forwarding correspondence that you receivea from your constituent, Richard D. Grabiner.

Mr. Grabiner express~d concerns about a transportation accident, involving a nuclear reactor coolant pump motor, that occurred on August 27, 1991, on Interstate 64 in Newport News, Virginia.

The cool~nt pump motor involved in the accident was being shipped from the Virginia Electric and Power Company {VEPCO) Surry Power Station toil repair fclcility in P~nnsylvania, on a route that was approved by the Virginia Department oi Transportation {VDOT).

VDOT reQuired route approval because the shipment was an oversized loaa (i.e., exceeded normal weight or height limits).

The accident occurred wh~n the crate carrying the coolant pump motor failed to clear a bridge overpass on Interstate 64.

The crate f~ll to the ground after striking the bridge overpass, releilsing

~pproximately 10 gallons of slightly contaminated water which posed no significant hazard to public health and safety.

Response and recovery efforts were by VEPCU and the Col'TTTlonwealth of Virginia.

As part of the recovery, contaminated soil, concrete, and asphalt were removEd frur.1 the shoulder and-acceleration lane of lnterstate 64.

Commonwealth of Vir9ir1ia representatives confirmed that the contamination had been removed, via a survey completed after the cleanup efforts. The Nuclear Regulatory Conmission was aware of and monitored the incident.
