FEMA OFFSITE EXERCISE REPORT FOR SURRY POWER STATION Please find enclosed a copy of the Federal Emergency Management Agency's (FEMA) report for the offsite portion of the Surry Power Station exercise conducted on November 15, 1989, transmitted to NRC on May 31, 1991.

As described in the enclosure, there were no deficiencies identified during this exercise.

However, 34 areas requiring corrective actions were identified and several items were recommended for improvement.

We encourage you to assist the appropriate organizations in resolving the corrective actions and improvement items identified by FEMA.

Resolution of these items should be completed prior to the next full-scale emergency preparedness exercise.

We also encourage you to work closely with the State and counties in the development of a scenario for the next full-scale exercise that will effectively test the areas in which the above items were disclosed.

Dear Mr. Congel:

Enclosed is a copy of the final exercise report for the November 15, 1989, full participation exercise of the offsite radiological emergency response plans, site-specific to the Surry Power station.

The Commonwealth of Virginia; the Counties of Surry, Isle of Wight, James City, York, Charles City, and New Kent; and the Cities of Williamsburg, Newport News, Poquoson, and Hampton fully participated in the exercise.

The exercise report was prepared by the Federal Emergency Management Agency's (FEMA)

Region III staff.

A copy of the report will be forwarded to tne Commonwealth of Virginia by the Region III staff.

There were no Deficiencies identified during the November 15, 1989, exercise.

However, 34 Areas Requiring Corrective Action were identified during the exercise.

FEMA's Region III staff will monitor the status of corrective actions.

Based on the results of the November 15, 1989, exercise, the offsite radiological emergency response plans and preparedness for the Surry Power Station are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site. Therefore, the Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness site-specific to the Surry Power Station, granted February 23, 1983, will remain in effect.
