Dear Mr. Lieberman:
NRC COMBINED INSPECTION 50-272/86-23; 50-311/86-23 PAYMENT OF CIVIL PENALTY SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 Public Service Electric and Gas Company (PSE&G) has received your letter of April 21, 1989 which included a Notice of Violation with a Proposed Imposition of Civil Penalty related to the Salem Generating Station Environmental Qualification (EQ) Program.
PSE&G acknowledges that the violation in question, which relates to the operation of solenoid operated valves in the Salem Unit 1 Post Accident Sampling System without environmentally qualified connectors, constitutes a violation of 10CFR50.49 which existed beyond the November JO, 1985 deadline.
As such, PSE&G will not protest the imposition.of civil penalty.
A check in the amount of $50,000 is enclosed in payment.
PSE&G's response to both violations noted in the April 21, 1989 NRC letter is being submitted separately.
