CONTAINMENT INTEGRATED LEAK RATE TEST PERFORMANCE SALEM AND HOPE CREEK GENERATING STATIONS FACILITY OPERATING LICENSE NOS. DPR-70, DPR-75 AND NPF-57 DOCKET NOS. 50-272, 50-311 AND 50-354.
Public Service Electric and Gas Company (PSE&G) hereby notifies the NRC Staff of our intention to use, as an option, Bechtel Topical Report BN-TOP-1 "Testing Criteria for Integrated Leakage Rate Testing of Primary Containment Structures for Nuclear Power Plants," Rev.1, 11-1-72 in performing 10CFR50 Appendix J, Type A Containment Integrated Leak Rate Tests (CILRTs) at the Salem and Hope Creek Stations.
CILRTs are performed at the Salem and Hope Creek Stations as required by the respective station Technical Specifications and 10CFR50 Appendix J. These tests are conducted in accordance with ANSI N45.4-1972, "Leakage-Rate Testing of Containment Structures for Nuclear Reactors."
Section 7.6, "Period of Test" of ANSI N45.4-1972 states, "If it can be demonstrated to the satisfaction of those responsible for the acceptance of the containment structure that the leakage rate can be accurately determined during a shorter test period, the agreed-upon shorter period may be used."
The use of BN-TOP-1 would allow PSE&G to perform CILRTs in as little as eight (8) hours.
This could result in a savings of sixteen (16) hours of outage critical path time.
The NRC has allowed the performance of CILRTs using BN-TOP-1 at many other Nuclear Power Stations and short duration Type A Tests are described in Hope Creek UFSAR Section 6.2.6.1. The NRC has also addressed short duration CIRLTs in its Inspection and Enforcement Manual (i.e., Inspection Procedures 70307 "Containment Leak Rate Test Procedures Review," 70313 "Containment Integrated Leak Rate Test Surveillance" and 70323 "Containment Leak Rate Test Results Evaluation").
Inspection Pro~edures 70307 and 70313 specifically addressed the application and use of BN-TOP-1.

Please note that PSE&G is planning to use BN-TOP-1 during the next Hope Creek refueling outage (RF0-5), which is currently scheduled to begin March 5, 1994.
