Subject: NRC Combined Inspection Nos. 50-272/92-15; 50-311/92-15; 50-354/92-15

An unannounced inspection of the radiological controls program at the Salem and Hope Creek

Nuclear Generating Stations was conducted by Messrs. R. L. Nimitz and D.G. Mann on

September 21 - October 2, 1992. The findings of the inspection were discussed with Messrs.

J. Hagan, T. Cellmer, J. Clancy and other members of your staff on October 2, 1992.

Areas reviewed during the inspection were important to health and safety and are fully discussed

in the enclosed inspection report. The inspection principally focused on the adequacy and

implementation of the radiological controls program for the refueling outage at the Hope Creek

Station. The inspectors also reviewed activities at the Salem Station including the planning and

preparation for entry into the Salem Unit 1 containment at power to perform a work activity.

Areas reviewed were organization and staffing, training and qualification, ALARA, radioactive

material and contamination controls, routine radiological controls, Technical Support Center

ventilation system testing, and plant tours. Previous findings which involved both the Salem and

Hope Creek Stations were also reviewed.

Regarding the Salem Station, the inspectors identified that generally very good radiological

controls were implemented. Commendable planning and preparation for the work activity at

power in the Unit 1 containment were noted. Regarding the Hope Creek Station, the inspectors

identified that generally very good radiological controls were implemented for outage work

activities. Inspector review of actions to reduce occupational radiation exposure indicated very

good efforts were taken in this area. Regarding matters related to both stations, excellent efforts

were on-going to enhance dosimetry processing and control to address self-identified weaknesses.

In addition, the inspectors noted generally very good control of radioactive and contaminated

material and contamination at both the Salem and Hope Creek stations.

An unresolved item opened in a previous inspection was closed. The item was opened because

of the identification of several instances of tools or equipment with detectable radioactive

contamination outside the radiologically controlled area.

Because of the minor safety

significance of the contamination involved and because of the extent of your corrective action,

we have determined that this should be treated as a license-identified, non-cited violation, in

accordance with 10 CFR Part 2, Appendix B, Section V .A. Within the scope of this combined

inspection, no safety concerns or other violations of regulatory requirements were identified.

No response to this letter is required. Your cooperation with us is appreciated.
