This refers to the meeting held at our request at the Salem Nuclear Generating
Station, Hancocks Bridge, New Jersey on October 23, 1980 to discuss the findings
of the NRG Region I Systematic Appraisal of Licensee Performance (SALP) program
evaluation board relating to your performance in conducting activities author-
ized by NRG Licenses No. *DPR-70 and DPR-75.
This meeting was attended by you, Mr. Eckert and others of your staff and by
myself and other members of my staff. The subjects discussed at this meeting
included the results of an appraisal board composed of myself, the Deputy
Director and NRG Region I Branch Chiefs.
It is our view that this meeting was beneficial and improved mutual understand-
ing of your program and our inspection efforts.

Discussion
A brief summary of the Systematic Appraisal of Licensee Performance
(SALP) Program was presented to explain the basis and purpose of the
evaluation.
The NRC Region I evaluation board meeting was discussed, including the
appraisal period, performance data and the results of the board's evaluation.
(See Appendix 1 and Attachments 1 and 2.)
The licensee's overall performance was considered acceptable although eight
areas will receive increased inspection effort by Region I to determine
the effectiveness of the licensee's program improvements in those areas.
These eight areas of concern were identified to corporate and site manage-
ment.
Areas where the NRC considers that additional program improvements
are warranted were also identified.
