This refers to the routine safety inspection conducted on January 27 through

March 17, 1996, at the Palisades Nuclear Generating Facility. The purpose of

the inspection was to determine whether activities authorized by the license

were conducted safely and in accordance with NRC requirements.

At the

conclusion of the inspection, the findings were discussed with those members

of your staff identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of a selective examination of procedures

and representative records, observations, and interviews with personnel. This

report represents an integrated product of a number of inspections conducted

during the inspection period.

The summary contained in the report provides an

overview of our assessment of your performance in the functional areas

inspected.

Based on the results of the close-out inspection of Generic Letter (GL) 89-10,

we have determined that your motor-operated valve (MOV) program implementation

. at Palisades was acceptable, and meets the intent of Generic Letter 89-10.

Program documentation and test data provided an adequate basis to conclude

that all GL 89-10 program MOVs would perform their intended safety functions

under worst-case design-basis conditions. Accordingly, we are closing the NRC

review of your program.

Management oversight of the GL 89-10 program since the Part 2 inspection was

effective. Notable improvements includeq the formation of a core MOV team to

technically strengthen the program, com~iete the te~ting, and achieve program

closure. Technical self-assessments were effectively utilized and provided

critical feedback to strengthen the program.

No violations of NRC requirements were identified during the course of this

inspection .
