The Third Interval began on August 21, 1995, following the completion of our Cycle 11 refueling. The Palisades pump testing program requires the Concentrated Boric Acid Pumps (P-56A and B) to be tested quarterly. Palisades is not currently able to meet the flow rate test requirements of OMa-1988, Part 6 for these pumps due to instrumentation problems.

In accordance with 10 CFR Part 50.55a(f)(5)(iv) and NU REG 1482, Section 2.5, pump relief request PRR-10 is being submitted because the flow rate testing is considered an impractical requirement until the instrumentation can be corrected. Relief request PRR-10 therefore does not require approval prior to implementation. When the instrumentation is corrected, the use of this relief request will be discontinued as the full test requirements of OMa-1988 will then be met. The correction is expected to be done during the 2nd Quarter of 1996.

P-56 A & B (Concentrated Boric Acid Pumps)

CLASS:

2 FUNCTION: These centrifugal pumps have an active safety function to provide boric acid from the concentrated boric acid tanks to the charging pumps during accident conditions. Pumps start automatically upon receipt of a Safety Injection Signal. In accordance with FSAR 9.10.2.6.7, each pump shall be capable of supplying a minimum of 68 gpm to the suction of the charging pumps.

TEST REQUIREMENT:

OMa-1988, Part 6, Table 3 requires the following param~ters to be measured or observed:

  • Differential pressure
  • Flow rate
  • Vibration amplitude BASIS FOR.RELIEF:

In accordance with the provisions of 1 OCFR50.55a(f)(5)(iv) Palisades has determined measurement of test flow rate for the Concentrated Boric Acid Pumps is impractical.

As documented in Palisades corrective action document C-PAL-95-0029, Concentrated Boric Acid Pump flow instrument loop

. FE/FT /Fl-0211 has been experiencing installation and test difficulties due to the special operating conditions associated with this system.

Post installation testing conducted during the 1 995 refueling outage, indicated problems with the instrument loop flow element (FE) temperature rating and the flow element to flow transmitter calibration. The flow element temperature rating has been corrected and is now appropriate for the intended service.

  • 2 The flow element/flow transmitter installation is usually factory calibrated as a matched set. Since the flow element was changed, the factory match was not maintained for this set. In order to correctly match the flow element/flow indicator, the manufacturer must perform a field procedure. This procedure is scheduled for the second quarter of 1996. Once completed, the flow element/transmitter/indicator loop will be tested, declared operable if calibration criteria are met, and placed into service.

ALTERNATE TESTING:

NOTE:

Palisades will determine Concentrated Boric Acid Pump operability by performing inservice testing using a fixed resistance flow path without recording test flow rate. This test method was previously used during the Palisades Second Interval Pump lnservice Test Program.

When pumps are operating through the fixed resistance recirculation flow path, di.fferential pressure and vibration data shall be recorded and compared to acceptance criteria. This acceptance criteria shall be dete~mined in accordance with the requirements of OMa-1988, Part 6.

Historical testing in accordance with Technical Specification Surveillance Procedure Q0-18, "lnservice Test Procedure - Concentrated Boric Acid Pumps" indicates differential pressures are steady at appropriate reference values+/- 2% (References 1 and 2).

Other historical testing has repeatedly demonstrated the ability of each Concentrated Boric Acid Pump to deliver 68 gpm to the suction of the charging pumps as required by FSAR 9.10.2.6.7. Technical Specification Surveillance Procedure Q0-27, "lnservice Testing of CVCS Control, Motor*

Operated, and Check Valves," is performed during cold shutdowns, if not completed in the previous 92 days. The test method is similar to that which would be encountered during an actual emergency.* Results clearly indicate that the Concentrated Boric Acid Pumps can deliver nominally 80 gpm, thus meeting the design bases (References 3 and 4).

This relief request is considered approved in accordance with the provisions of 1 OCFR50.55a(f)(5)(iv). It shall remain effective until installation of FE/FT/Fl-0211 is completed, tested, and incorporated into the Concentrated Boric Acid Pump inservice test program.
