At the time of this submittal, more accurate information was being developed as Palisades was upgrading the existing fire protection program and Appendix R analysis.
In the June 30, 1995 submittal, Consumers Power Company committed to a) develop a schedule for the implementation of the identified necessary and cost beneficial improvements by the end of the first quarter of 1996, and b) use the updated Appendix R
- - --- -information to re-quantify the IPEEE evaluation of fires. This'.letter provides our conclusions about necessary and cost beneficial plant improvements, along with a schedule for their implementation.

One cost-beneficial action was identified as a result of the IPEEE. This action is to train the operations personnel on the operator actions credited in the IPEEE. This training will increase the awareness of operators to those operator actions that have the most impact on the core damage frequency. This training will be conducted prior to the end of 1996.

In addition, Consumers Power Company will update the fire analysis section of the IPEEE report and submit that revised repqrt section to the NRC. The updated report section will be submitted by May 31, 1996.
This letter satisfies the commitments made in the June 30, 1995, letter responding to Generic Letter 88-20, Supplement 4.
SUMMARY
OF COMMITMENTS This letter contains two new commitments and does not revise any existing commitments:
- 1)
Conduct operator training on the operator actions credited in the IPEEE by the end of 1996.
- 2)
Prepare and submit a revised fire analysis section of the IPEEE report by May 31, 1996.
