- Seismic Adequacy of Mechanical and Electrical Equipment in Operating Reactors, Unresolved Safety Issue {USI) A-46.
11 This Generic Letter encouraged utilities to participate in a generic program to resolve the seismic verification issues associated with USI A-46.
As a result, the Seismic Qualification Utility Group {SQUG) developed the "Generic Implementation Procedure {GIP) for Seismic Verification of Nuclear Plant Equipment.
11 On May 22, 1992, the USNRC Staff issued Generic Letter 87-02 Supplement 1, which constituted the NRC Staff's review of the GIP, Revision 2, {GIP-2) corrected on February 14, 1992, and included Supplemental Safety Evaluation Report Number 2 {SSER-2).
The letter to SQUG enclosing SSER-2 requested that SQUG member utilities provide the NRC a schedule for implementing the GIP.
Consumers Power Company's letter dated September 21, 1992, responded to the Generic Letter request and provided our commitment to implement the SQUG methodology as documented in the GIP-2.
In response to our commitment to implement the GIP-2, the NRC issued the "Safety Evaluation of the Palisades Plant 120 Day Response to Supplement No. 1 of Generi~ Letter 87-02 11 on November 23, 1992.
The SER concluded, based on NRC interpretation, that our commitment to the entire GIP-2, including both the SQUG commitments and the implementation guidance, was acceptable.
As a follow-up to the NRC SER, our letter dated February 18, 1993 confirmed th~t the NRC interpretations, as stated in the SER, were correct, and reconfirmed our commitment to implement the GIP-2, including both the SQUG commitments and the implementation guidance.

2 Our September 21, 1992 letter also *committed to notify the NRC of any significant or programmatic deviations from the guidance portions of.the GIP-2, and to submit a seismic evaluation report summarizing the results of the A-46 program for Palisades by May 1995.
During our implementation of the GIP-2, no significant or programmatic deviations from the guidance portion of the GIP-2 were identified and, therefore, no NRC notification was needed.
The seismic evaluation report which summarizes the results of the A-46 program for Palisades, "Report of SQUG Assessment at Palisades Nuclear Plant for The Resolution of USI A-46," is Attachment 1 to this letter.
Section 9 of GIP-2 provided guidance for documentation of the USI A-46 program implementation. Subsection 9.1 provided a listing of the plant specific information requested for submittal to the NRC.
The report provided in contains the requested information.
In accordance with the GIP-2 and the NRC SER dated May 22, 1992, we will notify the NRC after all planned actions to disposition outliers are complete.

As noted in the USI A~46 resolution report, we will disposition the 64 equipment outliers identified in Part 9, "Resolution of Outliers" of Section 5, and the 17 relay outliers identified in Attachment C, "Relay List Notes and Description of Outliers," to Section 4.
