NuScale Standard Design Certification 048 Operating Company: NuScale Power, LLC Docket No.52-048 Review Section: 03.11 - Environmental Qualification of Mechanical and Electrical Equipment Application Section:
QUESTIONS 03.11-18 10 CFR 52.47(a)(13) requires the applicant of a design certification document (DCD) provide in the final safety analysis report (FSAR) the list of electric equipment important to safety that is required by 10 CFR 50.49(d). On November 03, 2017, NuScale provided supplemental response (ADAMS Accession No. ML17310A296) to RAI 8788, Question 08.01-1. As part of the supplemental response, NuScale revised FSAR Tier 2, Table 3.11-1 to clarify the electrical penetration assemblies (EPAs) component descriptions for environmental qualification purposes, and to add Note 6 which states that, All commodities will be qualified for the environmental conditions they will be subjected to. Examples of commodity items that may be subject to environmental qualification includes, but are not limited to, equipment items such as cables, connectors, electrical splices, conduit seals, thread sealants, terminal blocks, or lubricants.
The staff evaluated the supplemental response to RAI 8788, Question 08.01-1 and finds that addressing items mentioned above through commodities is acceptable. However, the applicant has not included the items listed in Note 6 as part of the equipment listed in FSAR Tier 2, Table 3.11-1. Therefore, the staff is unable to conclude that the applicant meets the requirements specified in 10 CFR 52.47(a)(13). Specifically, the applicant needs to include the description of the equipment, location, qualification program, equipment type, EQ category, and operability time.
The staff requests the applicant to provide an update on FSAR Tier 2, Table 3.11-1 to incorporate the equipment listed in Note 6 and to specify the information in the table that is currently missing for the commodity items.
