TECHNICAL SPECIFICATION CHANGE REQUEST -
LINEAR hEAT RATE LIMITS, RADIAL PEAKING FACTORS, AND EXCORE POWER DISTRIBUTION MONITORING Attached are three(3) originals and thirty-seven(37) copies of a request for a change to the Palisades Technical Specifications.
The proposed change will specify new limits for radial peaking factors and allowable linear heat rates as well as implement excore detectors for use in core power distribution monitoring.
The attached Exxon reports, XN-NF-81-34, "Palisades Cycle 5 Reload Fuel Safety Analysis Report" and XH-NF-80-47, 11Palisades Power Distribution Control Procedures", were used in the preparation of this change and are included in attachments A and B.
XN-NF-81-34 also provides additional information pertaining to the use of gadolinia enriched fuel.
This report, together with Exxon reports XN"-NF-79-56 and XN-NF-79-61, which have been previously submitted to you, fulfill our commitment to provide justification for utilization of gadolinia fuel in our Palisades Plant.
The requested change involves a single issue.
Therefore, a check iri the amount of $4,000 is attached pursuant to 10CFR170.22, Class III change.
