The purpose of this letter is to notify NRC of changes TVA has made to the BFN Units 2 and 3 TS Bases.

TVA has revised the BFN TS Bases Section 3.5.N, "References,"

to reflect the updated Loss of Coolant Accident (LOCA) analyses for Units 2

and 3.

This change is administrative in nature and affects only the TS bases.

Enclosure 1 to this letter provides the description and reason for the changes.

Enclosure 2 contains copies of the appropriate bases pages from the Units 2 and 3 TS marked-up to show the changes.

Enclosure 3 forwards the revised TS Bases pages for Units 2 and 3.

REA N F R THE HAN E TVA has revised the BFN TS Bases Section 3.5.N, "References,"

to reflect the updated Loss of Coolant Accident (LOCA) Analyses for Units 2 and 3.

The LOCA analysis for Units 2 and 3 was revised to reflect TVA's adoption of the General Electric SAFER/GESTR model for evaluation of a LOCA.

This analysis was submitted to NRC by TVA letter dated February 23, 1996.

The TS Bases change involves adding references four (SAFER/GESTR

-LOCA Loss-of-Coolant Accident Analysis) and five (Relaxation of Emergency Core Cooling System Parameters) to the list of references in the Units 2

and 3 TS Bases Section 3.5.N.
