James H. Taylor.

Executive Director for Operations TURKEY POINT RESTART On Friday, October 23,

1992, I received a letter from Grant Peterson re-affirming "reasonable assurance" for offsite emergency preparedness at Turkey Point.

I subsequently informed Jerry Goldberg, Florida Power and Light Company, of this determination and restated our previous conclusion that Turkey Point Unit 4 could be operated safely.

Both letters are enclosed.

The plant commenced startup at 5 a.m. October 24, 1992 and as of 8 a.m.

October 26 was at 50 percent power and holding pending repair of a feedwater pump drain valve.
