Jan A. Norris and Rajender Auluck to J.
H. Goldberg on the subject of GL 87-02.
Your letter requests additional information about the Florida Power
& Light (FPL) program to verify the design adequacy of mechanical and electrical equipment.
On August 4,
- 1989, the staff requested specific revisions to the proprietary program FPL submitted on August 4, 1988, to address GL 87-02.
FPL's letter L-89-352 dated October 2,
- 1989, extended the date for the FPL response from September 30, 1989, to December 15, 1989, to allow the incorporation of the NRC's revisions to the program.
The revised program was sent by FPL letter L-89-441 on December 13, 1989.

AlC FPL has actively pursued the resolution of seismic concerns by performing and completing plant-specific walkdowns at the earliest date possible.
Three of the nation's most noted experts in seismic structural design were part of the walkdown team for both plant sites.
Provided as an attachment is the Summary Report and information requested in the January 29, 1991 letter.
The Senior Review
- Team, comprised of seismic experts and FPL engineers performed the plant-specific walkdowns for St.
Lucie Unit 1 and Turkey Point Units 3 and 4 during the spring of 1990.
The criteria within the program were applied to each component.
on the walkdown list to identify any seismic concerns.
Plant enhancement will be developed to address these concerns.
The results of these walkdowns are documented for each component on worksheets with each component package.

U.S. Nuclear Regulatory Commission L-91-49 Page 2 of 2 The December 13, 1989 submittal discussed the issue of relay chatter for FPL sites and revised the remainder of the implementation program according to comments found in the staff's August 4, 1989 letter.
Three utilities have performed relay chatter evaluations and their findings are currently being reviewed by NUMARC and EPRI.
Preliminary results indicate that relay chatter appears to pose negligible risk to safe plant operation.
FPL will continue to work with NUMARC, EPRI and the NRC on a resolution to relay chatter for low seismic risk sites.
At this time, FPL and its consultants are completing the final walkdown report, and completing and reviewing the documentation packages.
Both sites have reviewed the enhancements listed by the walkdown team.
The FPL Engineering Department is in the process of preparing modification packages to address the identified enhancements.
St.
Lucie currently has scheduled this work for completion during the 1991 Unit 1 refueling outage.
,Turkey Point will enter its enhancements on the Integrated Schedule for implementation.
With completion of these enhancements to the
- plants, the equipment anchorage reviews required by GL 87-02 will be considered complete.
The attachment to this letter is being submitted as a proprietary document under the provisions of 10 CFR 2.790.
Pending final approval of the FPL program, FPL continues to reserve the option to exercise its rights under provisions of 10 CFR 50.109.

AFFIDAVIT State of Florida County of Palm Beach W.H. Bohlke being first duly sworn, deposes and says the following:

I am the Vice President of Engineering and Licensing of Florida Power and Light (FPL)
Company, the Licensee herein.
2.
The attachment to letter L-91-49 provides Additional Information about FPL's seismic walkdown procedure which was previously submitted to, and accepted by, the NRC as a
proprietary document under 10 CFR 2.790.
The Additional Information incorporates trade secrets and privileged and confidential commercial information which is owned by FPL.
The Additional Information is proprietary, has been held in confidence by FPL, and has never been released to the public.
This Additional Information was developed using FPL's resources.
This Additional Information would unduly enrich other utilities should they be able to use it without providing compensation to FPL for that use.
3.
I am aware that other nuclear utilities, acting through their utilitygroup (Seismic Qualification UtilityGroup) also regard their implementation procedure for the purpose of resolving A-46 as being proprietary and confidential.
