Jordan, Director Office for Analysis and Evaluation of Operational Data NRC EVALUATION OF THE FLORIDA POWER AND LIGHT INDEPENDENT MANAGEMENT APPRAISAL PROGRAM Enclosed for your information and action, in accordance with your memorandum to me of April 19, 1988, is the NRC evaluation report of the Independent Management Appraisal for the Turkey Point Power Plant (enclosure 1).
The report discusses the strengths and weaknesses of the IMA appraisal of Turkey Point and FP8L and includes NRC recommendations to FP8 L.
These recommendations, together with the recommendations in the IMA report, provide the appropriate principles from which FP8 L can establish an action plan for effective and lasting improvement at Turkey Point.
Following the completion of your review and any subsequent discussions with NRC senior management, the report should be forwarded to the licensee and the Public Document Room, with a request that the licensee respond to the recommendations in the NRC evaluation report at the same time it responds to the IMA recommendations.
Until these actions are taken the information in the report is considered predecisional.
A draft letter which may be used to transmit the report to the licensee is attached as enclosure 2.
