Attachmentto RA 17-0130 Page 1 of 5 Summary of Changes to Five Procedures and Seven Forms that Implement the Wolf Creek Generating Station (WCGS) Radiological Emergency Response Plan (RERP)

1. Procedure AP 06-004, "Equipment Important to Emergency Response,"

Rev. 7 The descriptions for the assets "Radio-SHERIF or STATE," and "Radio-EP-ON and Radio-EP-OFF" have been changed in Attachment A. "Radio-SHERIF or STATE" has been changed to "Radio-SHERIF2" and "Radio-EP-ON and Radio-EP-OFF" has been changed to "Radio-EP-ON and EP-OFF1."

Radio-SHERIF2 is used to communicate with the Coffey County dispatcher and Radio-EP-ON and EP-OFF1 is used to communicate with joint radiological monitoring teams and in-plant teams. As a cybersecurity measure, satellite telephones have replaced radios as the alternative means of communicating with State of Kansas personnel.

Adequate communication capabilities and equipment are still provided and these changes do not decrease the effectiveness of the WCGS RERP.

2. Procedure EPP 06-001, "Control Room Operations," Rev. 25A One of the telephone numbers for the Emergency Response Data System Help Desk has been changed to (301) 873-6322 in steps A.1.1.6, A.2.2.1 and A.3.1.1.1 in Attachment A.

These changes are administrative in nature and do not decrease the effectiveness of the WCGS RERP.

3. Procedure EPP 06-002, "Technical Support Center Operations,"

Rev.40 The responsibility to contact the Emergency Operations Facility (EOF) to determine whether Health Physics Network Communicator and EOF Facility Technician positions have been filled is assigned to the Technical Support Center (TSC)

Administrative Coordinator in new step 7.5.7.1. The process for timely augmentation of the on-shift staff has not changed and this change provides enhanced guidance for verifying that augmentation requirements have been met. This change does not decrease the effectiveness of the WCGS RERP.

As a cybersecurity measure, the State of Kansas radio has been replaced by satellite telephones as the alternative means of communicating with State of Kansas personnel. Responsibilities have been assigned to the TSC Administrative Assistant in steps 7.11.1.1 and 7.11.1.2 to perform operational checks on the primary notification telephones, conduct an initial radio check with Coffey County personnel and to test the satellite telephone.

Similar changes were also made to steps A.11.1.1 and A.11.1.2.

Attachment to RA 17-0130 Page 2 of 5 Procedure EPP 06-002 continues to provide guidance for notifying state and local govermental agencies about a declared emergency and primary and alternate means of communication are provided for making off-site notifications. Therefore, these changes do not decrease the effectiveness of the WCGS RERP.

Responsibilities to assess and manage the potential for adverse effects on safety and security have been assigned to the Security Coordinator in steps 7.20.2 and A.20.3. Additional guidance for the Security Coordinator in performing site accountability has been added to the notes before step 7.20.4.

Procedure EPP 06-002 continues to provide guidance to ensure protective actions are provided for on-site personnel during declared emergencies and hostile action events.

Therefore, these changes do not decrease the effectiveness of the WCGS RERP.

Wording in the second sub-step of step 7.10.1 was changed in error in a previous revision and the correct wording has been restored in revision 40. Minor editorial changes were made in

. steps 7.3.9, 7.11.4, the title of Attachment C and the table of available radios in Attachment E.

The State of Kansas radio channel is no longer available at the State Defense Building and the state radio has been deleted as a means of verification in step D.1 of Attachment D.

These changes are editorial or administrative in nature and do not decrease the effectiveness of the WCGS RERP.

4. Procedure EPP 06-003, "Emergency Operations Facility Operations,"

Rev.25 A new note has been added before step 7.1.1 to provide guidance to ensure that all responders are able to enter the EOF.

The responsibility to monitor the main entrance of the EOF or post a sign with the building contact telephone number at the main entrance until the EOF administrative assistant starts performing accountability duties has been assigned to the EOF facility technician in new step 7.7.1.

The requirement to maintain adequate staffing and timely augmentation in support of emergency response activities is not changing.

These changes enhance guidance for emergency response personnel establishing operations at the EOF and, therefore, do not reduce the effectiveness of the WCGS RERP.

As a cybersecurity measure, the State of Kansas radio has been replaced by satellite telephones as the alternative means of communicating with State of Kansas personnel. Responsibilities have been assigned to the EOF Administrative Assistant in steps 7.11.1.1 and 7.11.1.2 to perform operational checks on the primary notification telephones, conduct an initial radio check with Coffey County personnel and to test the satellite telephone.

The State of Kansas radio channel is no longer available at the State Defense Building and the state radio has been deleted as a means of verification in step A.1 of Attachment A.

Acronyms have been defined in steps 7.3.8 and 7.3.11 and the abbreviation for the Nuclear Plant Information System (NPIS) has been restored to step 7.10.1. A typographical error has been corrected in step 7.5.3.2 and the telephone numbers for off-site contacts have been updated in Attachment B.

These changes are administrative or editorial in nature and do not decrease the effectiveness of the WCGS RERP.

5. Procedure EPP 06-007, "Emergency Notifications," Rev. 25 A new note has been added before step 7.1.2.1 to provide clear guidance about the time intervals for follow-up notifications. As a cybersecurity measure, the State of Kansas radio has been replaced by satellite telephones as the alternative means of communicating with State of Kansas personnel.

Editorial changes associated with the use of satellite telephones have been made to steps 7.1.6.1, 7.3.2.2, 7.3.4.4, 7.5.4.2.a.2, new steps A.2.1 through A.2.4 in Attachment A, and new steps A.4.1 through A.4.4 in Attachment A.

Additional editorial changes associated with cybersecurity changes to the station radio system have been made in Attachment A to the notes before step A.1, to step A.1.1, to step A.1.2 and to steps A.3.1 and A.3.2. '

These changes to procedure EPP 06-007 support providing guidance for notifying state and local governmental agencies and for providing follow-up notifications.

Primary and alternate means of communication continue to be provided for making off-site notifications. Therefore, these changes do not reduce the effectiveness of the WCGS RERP.

6. Form EPF 06-003-01, "Radiological Status," Rev. 1A A typographical error has been corrected in Section 5.

This change is editorial in nature and does not reduce the effectiveness of the WCGS RERP.

7. Form EPF 06-007-01, "Wolf Creek Generating Station Emergency Notification," Rev. 14 The Alternate Contacts for the State of Kansas have been updated because the State of Kansas radio has been replaced by satellite phones as a cybersecurity measure. A cellular

Attachment to RA 17-0130 Page 4 of 5 telephone number for the Nuclear Regulatory Commission (NRC) resident inspector has been added at the request of the NRC resident inspectors. These changes are editorial in nature and do not reduce the effectiveness of the WCGS RERP.

8. Form EPF 06-018-06, "Emergency Planning Monthly Communications Checklist," Rev. 11 The monthly testing requirement for the State of Kansas radio has been removed from the Control Room, TSC and EOF sections on pages one and two.

As a cybersecurity measure, satellite telephones have replaced radios as the alternative means of communicating with State of Kansas personnel.

Adequate communication capabilities and equipment are still provided and continue to support both primary and back-up communications for performing off-site notifications. Therefore, these changes do not decrease the effectiveness of the WCGS RERP.

9. Form EPF 06-018-17, "Topeka Phone Team Room Inventory Checklist,"

Rev. 48 The required number of Plantronic cordless headsets has been changed to one on page 1 of 2. This change is administrative and editorial in nature.

Therefore, it does not decrease the effectiveness of the WCGS RERP.

10. Form 06-018-18, "Topeka Media Center Inventory Checklist," Rev. 3A Typographical errors to the required numbers for the cordless microphones, AA batteries and AAA batteries in the table for Cabinet A have been changed. These changes are administrative and editorial in nature. Therefore, these changes do not decrease the effectiveness of the WCGS RERP.
11. Form 06-018-23, "Emergency Planning First Aid Kit Inventory Checklist,"

Rev. OA Descriptions of numerous items have been updated to use current terminology. These changes are administrative and editorial in nature.

Therefore, these changes do not decrease the effectiveness of the WCGS RERP.

12. Form EPF 06-018-24, "Emergency Planning Medical Response Kit Inventory Checklist," Rev. 1 The descriptions and required quantitites of numerous items have been updated to current technology and to ensure that adequate supplies are available.

Adequate emergency equipment and supplies continue to be provided and inspection and inventory of medical response supplies continue to be performed as required.

Therefore, these changes do not decrease the effectiveness of the WCGS RERP.
