1993, of activities at the Donald C. Cook Nuclear Plant, Units

1

and 2, authorized

by NRC Operating

Licenses

No. DPR-58 and DPR-74,

and to the

discussion of our findings with A. A. Blind and others of your staff at the

conclusion of the inspection.

Areas

examined during the inspection are identified in the report.

Within

these

areas,

the inspection consisted of selective

examinations of procedures

and representative

records,

interviews with personnel,

and observation of

activities in progress.

Items discussed

at the management

meeting

are also

summarized.

Based

on the results of this inspection,

certain of your activities appeared

to be in violation of NRC requirements,

as specified in the enclosed

Notice of

Violation (Notice).

With respect

to the auxiliary feedwater valve testing

issue,

the violation is of concern

because

you did not recognize that you had

violated the requirements of ASHE Code Section XI.

As a result,

you did not

take actions

as required,

including declaring the valve inoperative.

You are required to respond to this letter and should follow the instructions

specified in the enclosed

Notice when preparing your response.

In your

response,

you should document the specific actions

taken

and any additional

actions you plan to prevent recurrence.

After reviewing your response

to this

Notice, including your proposed corrective actions

and the 'results of future

inspections,

the

NRC will determine whether further

NRC enforcement

action is

necessary

to ensure

compliance with NRC Regulatory requirements.

With respect to the Emergency Diesel Generator

design control issue,

the

inspection

showed that actions

had been taken to correct the identified

violation and to prevent recurrence.

Those actions

were reviewed during this

inspection

and are described

in Paragraph

5.c of the enclosed report.

Therefore,

no response

with respect to this violation is required.

In accordance

with 10 CFR 2.790 of the Commission's regulations,

a copy of

this letter, the enclosures,

and your response

to this letter will be placed

in the

NRC Public Document

Room.
