1 R 2; Dockets Nos. 50-317 and 50-318 Re uest for Modification of March 16 1983 Order Gentlemen:
By our letter dated February 3, 1980 we requested relief from the schedular requirements imposed by Commission Order dated March 16, 1983 inasmuch as it requires installation of a noble gas steam effluent monitor by March 1, 1980.
As the result of discussion with Messrs.
- 3. Zwolinski (ORAB) and D. 3affe (ORB 3) on February 29, 1980 we understand that our proposed new completion dates of June 30, 1985 (Unit 1) and December 31, 1985 (Unit 2) cannot be accepted by your staff.
The purpose of this letter is to request that, in lieu of the schedule suggested by our February 3, 1980 letter, the subject Order be modified to reflect the following commitment on our part:
The Baltimore Gas and Electric Company will procure and install an acceptable replacement to the existing noble gas steam effluent monitor ratemeter module and place the system in service prior to December 31, 1980.
In the event that the as-installed portions of the system (triaxial cabling and shielded detector assembly) are not compatible with the replacement
- system, then those as-installed portions of the system will be replaced with compatible equipment and the system made operational during the first outage of sufficient duration following December 31, 1980.
We have initiated procurement of a replacement system and expect to take delivery of all components by September 1980.
On this basis, the proposed December 31, 1980, deadline is supportable in that it allows adequate time for installation'and testing assuming that the existing shielded detector assembly and triaxial cabling are electronically compatible with the replacement system.
In the event that the detector and associated cabling are not compatible, then they will be replaced with acceptable equipment.
However, because this equipment is located in the main steam penetration room in close proximity to the main steam line, replacement during power operations is 8403060400='840301'*PDR ADDCK 050003i7' PDR

This is because of (1) the high ambient temperatures in this room during power operations (130
- 100 F),
(2) the possible need to modify the heavy lead shield assembly encapsulating the detector with the associated risk of a handling incident damaging main steam line peripherals, and (3) the potential for experiencing difficultyin achieving adequate cable-to-detector terminations given the high humidity conditions prevalent in this room during power operations.
Consequently, we believe that the proposed requirement to make the system operational during the first outage of sufficient duration following December 31, 1980, is appropriate for the case where replacement of the detector or associated cabling is required.
