Donald C. Cook Nuclear Plant Meeting Sumary - Spent Fuel Pool Expansion The licensees and Exxon met,with the staff on October 31, 1978, to discuss the proposed enlargement of spent fuel pool storage capacity at the Donald,C.
Cook Nuclear Plant.
An attendance list is attached as Enclosure l.
The licensees outline a preferred licensing schedule keyed to a proposed schedule for rack installation (Enclosure 2).
We discussed these schedules with the licensees indicating the general nature and likely duration of technical review required to support the requested licensing action.

The licensees have proposed to submit their re-rack application in t>>o parts, the first to be docketed on November 1,5, 1978.
This first submittal will include all of the licenseesJ safety analyses with the exception of their. evaluation of the seismic design of the racks.
The second submittal, targeted for December 11, 1978, will include all outstanding information required to complete the initial application package.
Our,review of the licensees'- first submittal would cogence upon receipt.
The start and duration of our review will be dictated by relative priorities of other reviews under-way and completeness of licensee submittals.
The.licensees have stated that their refueling schedule is the basis for desiring to complete rack installation by October 1, 1979.
The licensees have also projected a"completion of the NRR licensing revie>> by April 13, 1979 to accommodate a potential, hearing.
