20555 Dear Nr. Denton This letter transmits forty (40) copies of Amendment No.
82 to the Final Safety Analysis Report (FSAR) for the Donald C.
Cook Nuclear Plant.
This amendment contains the following information:
'1)
Revision to response to FSAR Question 5," Appendix Q, Amendment'7.
(2). Revisions to FSAR Section 1.7.
In our original response to Question 5 in Appendix Q (Amendment 77, July 1977) we stated we would follow the guidelines set forth in Regulatory Guide 1.68, Revision 0 (November 1973).
Amendment No. 82 revises our response in that we take specific exception to Articles D.l:h and D.l.i. of Revision 0 to this guide and states our intention to follow Articles 5.(l.l.) and 5.(n.n.) of Revision 1 (January 1977) to the same guide.
This will allow us to combine the load rejection and turbine trip startup tests and perform only the load rejection test.
The load rejection test will be initiated directly by opening the generator output breakers as required by Revision 1 to the guide. This item has been discussed with members of your staff and found acceptable.

AEP:NRC:00086 Section 1.7 of the FSAR is being revised to take specific exception to Article 4.3.2.3 of ANSI N18.7.
It is our inte'ntion to revise the requirements for a quorum of the AEPSC Nuclear Safety 8 Design Review Committee from seven to five members (or designated alternates).
A proposed technical specification change to revise the NSDRC membership and the quorum requirements is presently under re-view and will be submitted to the NRC in the near future.
These changes have been discussed with members of your staff and found acceptable by them.
The information contained in this letter is a Class II Amend-ment as per the provisions of 10 CFR 170.22 and, therefore requires payment of $1,200.
A check for this amount accompanies this transmittal.
