ihtroduction The Arizona Public Service Company (APS) Fitness-for-Duty (FFD) Program continues to be successful in its mission to maintain a drug-free workplace.

During this reporting period, APS performed 1290 tests, of these, 683 were administered on a random basis.

This constitutes an equivalent testing rate of 52 percent for this reporting period.

The percentage of confirmed positive random drug and alcohol tests for this reporting period is 0.1 percent.

Anal sis of Pro ram Results The confirmed positive drug test results for this reporting period, by type of test and type of drug, are summarized in Tables 1 and 2 respectively, and are discussed below:

Pre-Access Testing:

APS tested a total of 569 individuals under the Pre-Access Testing category during this reporting period. The three individuals registering positive test results were short-term contractors.

These individuals were denied site access and released to their respective employer.

For Cause Testing (including observed behavior and post-accident):

Alcohol Total 1 confirmed positive test result involving 1 individual Comments:

APS tested a total of 10 individuals under the For Cause Testing category during this reporting period.

For Cause testing includes: behavior observation, suspected adulteration of specimens, and an odor of alcoholic beverage on individuals.

Testing on the individual rendering the positive alcohol test was done because an APS Security Officer detected the odor of an alcoholic beverage on the individual as the individual was attempting to enter the Protected Area. The Officer then escorted the individual to the Fitness-for-Duty facilityfor testing.

Intoxilyzer readings were positive.

The individual did elect to have blood drawn.

Blood alcohol results supported the intoxilyzer results.

The individual rendering the positive test result was a short-term contractor.

The individual was denied site access and released to his respective employer.

Random Testing:

Total 1 confirmed positive test result involving one individual Comments:

APS tested a total of 683 individuals under the Random Testing category during this reporting period. This constituted a 52 percent testing rate for this reporting period. The one individual who registered a positive test for marijuana was a short-terrn contractor.

Site access was denied and the individual was released to his respective employer.

Follow-Up Testing:

Comments:

APS conducted a total of 27 tests that were performed as part of the APS Follow-Up Testing Program during this reporting period.

No positive test results were registered under this category.

Other Testing:

Comments:

One PV leader who is not in the PV random pool was tested under the "Other Testing" category.

The leader was selected for testing under the APS Leader Random Drug Screen Program.

No positive test results were registered under this category.

Re ortable Events APS did not experience any reportable events during this reporting period.

~PR In the last semi-annual report, Palo Verde described an incident relating to a blind "spiked" specimen.

The vendor-supplied specimen was identified as containing opiates, but onsite screening results were negative.

An aliquot of the specimen was sent to two different labs for analysis by GC/MS. Both GC/MS results were below the required screening and confirmation levels. The vendor supplying the blind "spiked" specimen was notified and requested to investigate the issue.

The vendor reported that this was the first time they had a single specimen from one batch that failed to meet the established cut-off levels.

Other customers who had received blind "spiked" specimens from the same batch denied having any discrepancies.

The vendor's technical staff provided three possibilities:

1.

Supply not properly mixed before pouring.

2.

Possible particulate contamination in one specimen.

3.

Something in shipping affected this particular specimen.

The ve'ndor provided replacement specimens from the same batch. The replacement specimens were processed by Palo Verde's onsite laboratory and screening results were in the expected range.

No further problems have occurred.

As reported in the last semi-annual report, APS implemented a Leader Random Drug Screen Program for all leaders who are not currently included in a random regulatory drug testing program. The program is managed by APS's Corporate Health Services.

To date 63 tests have been done. There have been no positive test results.

PV uses a composite random sampling (CRS) pool for random selections.

The pool does ensure that all individuals have the same probability of being selected for testing over a long term period.

Once selected the individual is immediately available for selection again. The purpose of using a CRS pool is to lesson the chances of an individual being selected in comparison with employees who have not been selected.

In December 1996, collection technicians noted that one individual was selected three times in a two week time frame. The technicians ran several reports from the FFD database and were able to identify that some individuals were being selected more frequently than others.

Further evaluation of the system revealed that when the data base was upgraded in August, 1996 the new software upgrade did not contain the CRS, but contained a simple random sampling (SRS) pool. The SRS does meet the requirements of 10 CFR 26 but does increase the chance of individual multiple selections.

Plans to update the software are scheduled for the first quarter of 1997.

During this update, changes to the system willbe made to return to the CRS pool ~
