Monitoring of Gaseous Effluents for Palo Verde~
Dear Mr. Knighton:
The referenced letter requested APS to document the method for deter-mining gaseous effluent flow rates via the fuel building, condenser evacuation system and plant vent.
APS has re-evaluated the current method for determining flowrates through these release
- paths, and has initiated a modification to install flow sensors in the (1)
Fuel Building exhaust, (2) Condenser Vacuum Pump/Gland Seal exhaust, and (3) Plant Vent for Units 1, 2, and 3.
This design change to use flow sensors is reflected in the current version of the PVNGS Radiological Effluent Technical Specifications.
Flow sensors for the Plant Vent will be installed prior to fuel load for Unit 1.
The remaining two flow sensors for the Fuel Building exhaust and Condenser Vacuum Pump/Gland Seal exhaust will be installed prior to completion of power-ascension testing.
During the interim, APS will provide the following methods for estimating flowrates as required by the PVNGS Technical Specifications:
1)
The Palo Verde Offsite Dose Calculation Manual (ODCM) has been revised to reflect utilization of design maximum flowrates as default flow values for periods when flow sensors are not available.
2)
Default values for effluent system flowrate will be the design maximum system flowrate.
These values will provide for conservative estimates of alarm setpoint and effluent release rates.
3)
Implementation of these default values or measured flowrate values for determination of gaseous effluent monitor setpoint and gaseous effluent release rates is provided by PVNGS Station Manual procedure 73RP-9ZZ89, "Gaseous Effluent Monitor Setpoint Determina-tion.

We believe that the revisions discussed above to the ODCM and station procedures provide adequate justification for interim operation until such time that flow sensors are installed in the Fuel Building exhaust and Condenser Vacuum Pump/Gland Seal exhaust for determining effluent flowrates.
