OF OCTOBER 11, 2017, MEETING WITH FLORIDA POWER &
LIGHT COMPANY REGARDING PLANNED LICENSE AMENDMENT REQUESTS FOR ST. LUCIE PLANT UNITS 1 AND 2 AND TURKEY POINT NUCLEAR GENERATING UNIT NOS. 3 AND 4 (EPID L-2017-LRM-0020)
On October 11, 2017, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of Florida Power & Light Company (the licensee) via teleconference. The purpose of the meeting was to discuss planned license amendment requests for St. Lucie Plant Units 1 and 2 (St. Lucie) and Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point). The licensee intends to submit requests to implement the requirements of Section 50.69 of Title 10 of the Code of Federal Regulations (10 CFR 50.69) at St. Lucie and Turkey Point. The meeting notice and agenda, dated September 28, 2017, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML17271A249. A list of attendees is provided as an enclosure to this summary. No regulatory decisions were made at this meeting.
The licensee's discussion focused exclusively on how it intended to address seismic risk as part of its planned submittals. The licensee stated that because of their locations, the seismic risk at St. Lucie and Turkey Point is extremely low. The licensee further stated that during previous evaluations of severe accident risk at St. Lucie and Turkey Point, specifically during the Individual Plant Examination of External Events process, as well as the seismic hazard reevaluation performed at all plants in response to the accident at Fukushima Dai-ichi (ADAMS Accession No. ML16162A660), seismic risk was screened out as not being a significant contributor to risk at either plant. As such, the licensee intends to utilize a methodology similar to previous evaluations to screen out the consideration of seismic risk as part of its planned license amendment requests.
The NRC staff noted that the industry's guidance in Nuclear Energy Institute 00-04, "10 CFR 50.69 SSC [Structures, Systems and Components] Categorization Guideline" (ADAMS Accession No. ML052910035) states that seismic risk should be considered in the categorization process through either a plant-specific seismic probabilistic risk assessment or seismic margin analysis. The licensee clarified that, while a modified seismic margin analysis had been performed, it did not take into consideration seismic fragilities and would not be useful for this process. Similarly, the licensee stated that, although a safe shutdown equipment list was developed, it is not taking into consideration seismic fragility to screen out equipment, and would not be useful.
The NRC staff noted that the licensee's proposed approach deviates from industry guidance and likely deviates from the American Society of Mechanical Engineers/American Nuclear Society probabilistic risk assessment standard, as endorsed, in part, by Regulatory Guide 1.200, "An Approach for Determining the Technical Adequacy of Probabilistic Risk Assessment Results for Risk-Informed Activities" (ADAMS Accession No. ML090410014). The NRC staff stated that in order to facilitate the staff's review, the license amendment requests should contain a robust discussion of why the screening of all seismic impacts will not impact the categorization process required by 10 CFR 50.69, including sufficient descriptions of previous evaluations of seismic risk at St. Lucie and Turkey Point. The NRC staff will review the licensee's proposed approach to determine whether the proposed deviations are acceptable.
