C. Sorensen,
Mr. D. L.
Proulx, and other s of this office on June
24 - August 6,
1991 of activities
authorized
by NRC Operating License
No. NPF-21,
and to the discussions
of
findings held by the inspectors
with Mr. L. Harrold and other members of the
Supply System staff at the conclusion of the inspection.
Areas examined during this inspection
are described
in the enclosed
inspec-
tion report.
Within these
areas,
the inspection consisted
of selective
examinations of procedures
and representative
records,
interviews with
personnel
and observations
by the inspectors.
No violations or deviations
were identified within the scope of this
inspection.
As documented
in paragraph
4 of the enclosed
inspection report,
we are
concerned
regarding
the loss of all 500
KV power into WNP-2 on July 8, 1991.
Since the fast transfer to TR-S did not occur,
had TR-B been out of service
as allowed by your operating license,
WNP-2 would have lost all offsite
power.
We encourage
you to determine clearly the root cause of this event
and to take substantive
corrective actions to preclude its recurrence.
We
also consider it important that you track the corrective actions to resolu-
tion, since
many of them may involve organizations
not under your direct
control.
In accordance
with 10 CFR 2.790 of the
NRC's "Rules of Practice,"
a copy of
this letter and the enclosure will be placed in the
NRC Public Document
Room.
