This refers to the routine unannounced
inspection
conducted
by Mr.
C.
Ramsey
and Ms.
M. Miller of this office during the period October 23-November
17,
1989, of the activities authorized
by
NRC License
No.
It also refers
to the discussion of findings by the inspectors
with members of your staff at
the conclusion of the inspection.
Areas
examined during this inspection are described
in the enclosed
inspection
report.
Within these
areas,
the inspection consisted
of selective
examination
of procedures
and representative
records,
interviews with personnel,
and
observations
by the inspectors.
The inspection identified that you had requested
removal of the fire
protection section
from your Technical Specifications without following the
guidance of Generic Letters 86-10 and 88-12, which required incorporation of
remedial
actions
and limiting conditions for operation into your fire
protection plan prior to their removal
from the Technical Specifications.
You
did not incorporate
these
requirements until the problem was identified by the
NRC inspectors,
as
documented
in our letter of November 3, 1989.
Furthermore,
it appears
that certain of your activities were not conducted in full
compliance with NRC requirements,
in that your remote
shutdown procedures
were
found to be inadequate.
Enforcement action in this regard will be the subject
of separate
correspondence.
In accordance
with 10 CFR 2.790(a),
a copy of this letter and the enclosure
will be placed in the
NRC Public Document
Room.
